I’m James Julius. I was born and raised in Western Pennsylvania, married here, earned my education here, and built my small business here. This community is where my kids are growing up — and it’s where I’ve learned that results matter more than rhetoric.

I’m running for State Representative to bring practical, results-driven leadership to Harrisburg: build good-paying jobs and the infrastructure that supports them, grow opportunity through strong schools and real-world skills, and protect families with well-trained, well-equipped police, firefighters, and EMS.

When we focus on common sense, accountability, and working together, Western Pennsylvania wins.

A Common-Sense Plan for Western PA

Everything I do comes back to three basics: build good-paying jobs and the infrastructure that keeps our community moving, grow opportunity through strong public schools and real-world skills, and protect families with well-trained, well-equipped police, firefighters, and EMS. In Harrisburg, I’ll focus on keeping life affordable, reducing friction for families and small businesses, and delivering practical results over political noise.

In our community, building means empowering our local workforce and strengthening the skilled trades that keep Western Pennsylvania moving forward. We’re focused on investing in infrastructure and creating good-paying jobs so every family has a fair shot to thrive. By supporting the backbone of our economy — our workers and small businesses — we can build a stronger, more resilient future together.
When we talk about growing, we mean expanding opportunity through education — for every child and every family in our community. That means giving teachers and schools the tools they need to deliver results, strengthening career and technical programs, and respecting the choices families make along the way. Growing also means investing in lifelong learning so students and adults alike can gain the skills to succeed in a changing economy.
Protecting our community means making sure police, firefighters, EMS, and all first responders have the training, tools, and staffing they need to keep us safe. It’s about investing wisely in public safety, supporting those who serve, and building trust between law enforcement and the neighborhoods they protect. When our first responders are well-equipped and our communities feel heard, everyone can feel safe and confident in the place we call home.

A Common-Sense Plan for Western Pennsylvania

Everything I stand for comes down to three simple priorities — building stronger local economies, growing opportunities through education and innovation, and protecting the safety and values that make our communities home. Here’s how we’ll get it done.

BUILD

In our community, building means working together to create family-supporting jobs and modern infrastructure that benefit everyone.

Here’s how we’ll do it:

  • Invest in local infrastructure projects that use local workers and materials — improving roads, bridges, and business districts across Western Pennsylvania.

  • Expand apprenticeships and workforce partnerships that connect young people and adults with careers in the trades, technology, and manufacturing.

  • Streamline permits and small-business regulations so local employers can grow without unnecessary hurdles.

When we talk about growing, we mean expanding opportunity through strong schools, practical skills, and lifelong learning.

Here’s how we’ll do it:

  • Ensure teachers and schools have the resources and flexibility to deliver results in every classroom.

  • Strengthen career and technical education (CTE) and dual-enrollment programs that lead directly to good-paying jobs.

  • Support lifelong learning and re-skilling, helping adults adapt to new industries while keeping local talent in our region.

Protecting our community means keeping people safe, supporting first responders, and ensuring public resources are used wisely and fairly.

Here’s how we’ll do it:

  • Make sure police, firefighters, and EMS have the training, tools, and staffing they need to respond quickly and safely.

  • Build trust and cooperation between law enforcement and the communities they serve through transparency and accountability.

  • Protect taxpayer dollars with open budgeting, clear results, and regular public reporting on public safety spending.
